Arvind Kumar Dwivedi Named New CEO of Secunderabad Cantonment Board in Key Administrative Reshuffle

In a major leadership change, Arvind Kumar Dwivedi has been appointed as the new Chief Executive Officer (CEO) of the Secunderabad Cantonment Board (SCB). The appointment comes as part of an official reshuffle announced by the Directorate General of Defence Estates (DGDE). Dwivedi replaces D. Madhukar Naik, who had been serving as CEO since October 2022.

A New Chapter for the Secunderabad Cantonment Board

Dwivedi brings years of experience in defence estate management and administration. Before taking over his new role, he served as Deputy Director General in the Directorate General of Defence Estates, based at Delhi Cantonment. Known for his efficient leadership and policy expertise, Dwivedi is expected to strengthen civic governance in one of India’s most strategically important cantonments.

The Secunderabad Cantonment Board, which falls under the Ministry of Defence, oversees a large civilian and defence population. It manages key urban functions such as sanitation, water supply, property management, and public infrastructure — all while maintaining coordination with the Indian Army.

Outgoing CEO D. Madhukar Naik Transferred to Delhi

The transfer order, issued on October 6 by Vibha Sharma, Additional Director General (Administration) in the Defence Estates Department, confirmed that outgoing CEO D. Madhukar Naik has been posted to Delhi Cantonment. Naik will now assume Dwivedi’s previous position as Deputy Director General at the DGDE headquarters.

During his two-year tenure, Naik focused on improving public grievance redressal systems, enhancing communication between residents and defence officials, and initiating several civic development projects. His efforts were particularly noted in streamlining property management and addressing water supply concerns in certain areas.

Challenges and Expectations for the New CEO

Arvind Kumar Dwivedi steps into his new role at a time when the Secunderabad Cantonment faces a range of pressing challenges — from aging infrastructure and drainage issues to discussions around merging certain civilian zones with the Greater Hyderabad Municipal Corporation (GHMC).

Local residents have long voiced concerns about inconsistent water supply, poor road conditions, and limited municipal services. Dwivedi’s appointment has raised hopes of improved coordination between defence authorities and local bodies to ensure smoother urban governance.

Given his extensive experience at the DGDE, Dwivedi is expected to bring more structured planning, transparent policies, and effective communication with citizens. His leadership will likely focus on modernizing operations, resolving civic disputes, and implementing digital systems for efficient property and service management.

Strengthening Coordination Between Defence and Civilians

The Secunderabad Cantonment has often been at the center of discussions regarding urban development and defence land management. Experts believe Dwivedi’s administrative background and policy expertise will help bridge the gap between civilian needs and military priorities.

His appointment also comes at a time when the central government is pushing for modernization and better governance across all cantonments. The Ministry of Defence has been exploring ways to streamline services, digitize land records, and enhance transparency — goals that align closely with Dwivedi’s previous work at the DGDE.

A Leadership Change That Signals Continuity and Reform

While leadership changes are routine in government institutions, this particular reshuffle is seen as strategically significant. By placing Dwivedi — a seasoned officer familiar with defence estate operations — at the helm of SCB, the Defence Estates Department aims to ensure continuity, reform, and improved efficiency in one of its most active boards.

Public expectations are high, especially given the SCB’s unique position as both a military and civilian administrative zone. Dwivedi’s success will depend on balancing the priorities of national security with the daily needs of thousands of residents living within the cantonment.

Looking Ahead

The coming months will be crucial as Dwivedi begins his tenure in Secunderabad. His experience, coupled with a deep understanding of defence land policy, positions him well to navigate the challenges ahead. If successful, his leadership could set a model for other cantonment boards across the country — combining administrative discipline with citizen-focused governance.

The reshuffle, effective immediately, reflects the government’s commitment to strengthening management across defence estates and ensuring that key administrative positions are held by experienced officers capable of driving progress.
